The Office of the Comptroller of the Currency published a 60-day Paperwork Reduction Act notice on Friday, June 12, 2026 in the Federal Register under 91 FR 35795-35799 and FR Doc 2026-11856. That document seeks public comment on new weekly and quarterly reporting forms aimed at OCC-supervised payment stablecoin issuers and foreign payment stablecoin issuers. Comments close Tuesday, August 11, 2026. The notice carries OMB control number 1557-NEW and is referenced in OCC Bulletin 2026-24.

Reporting Scope and Estimates

The proposal covers Weekly Schedules A-H that track reserves, cash, Treasuries, and related balance sheet items. Quarterly Schedules A-E follow a call-report style. The agency estimates 29 respondents will shoulder 6,308 annual burden hours once the forms are active. This remains a request for comment only. A second 30-day notice will come later, and the filing is not a final rule.

Self-Funded Operators Watch the Calendar

This reporting-forms PRA stands apart from the OCC GENIUS license PRA scheduled for September 25. It is also distinct from the AF41 comment period that closed May 1 and from AF55 BSA-related work. Operators who maintain clean capital structures already run internal books that align with the kinds of data the new schedules request, so the added hours represent incremental compliance work rather than a capital raise trigger.

What Comes Next

After the 60-day window closes, the OCC will review submissions and issue the follow-on 30-day notice. Payment stablecoin issuers supervised by the agency can use the current period to confirm that their existing reserve and cash tracking already meets the level of detail outlined in Schedules A-H and A-E. The process stays administrative at this stage, giving teams time to adjust record-keeping before any mandatory adoption.

Practical Reading for Clean Balance Sheets

Projects that covered their own costs from day one treat regulatory paperwork as a recurring line item rather than an external dependency. The estimated burden hours in the notice provide a concrete planning number. Teams can map those hours against current staff time spent on reserve reconciliations and treasury reports, then decide whether existing processes already satisfy the proposed format.

The June 12 publication simply adds another dated checkpoint to the compliance calendar. Operators focused on long-term execution continue to run their own books without waiting for external funding signals.
